The Secret Service probably told him that they had killed the gunman and was taking him to the hospital. They also might have told him that the wound wasn't serious. It's reasonable that they would have examined him. Had the wound been serious they would have taken him to the hospital immediately even if the gunman was still shooting. I guess the lens was probably a canon 70-200 F/2.8 ISO 800 or 2000 (?) The focus of F/2.8 makes the person jump out from the back ground.
But to keep that focus, one can use a high shutterspeed.
High shutterspeed is also used for better photos for sport and action (face expressions).
You can see those spectacular photos with a tennis-ball in someone's face.

Estimation with bright sun:
ISO 100 , 1/80 one would get around F/14
ISO 2000, 1/8000 one would get F/2.8
But with rolling shutter, ISO 800, 1/1000, F/2.8
1/1000 is pretty normal to capture the face expressions, but I am not a sports photographer.
