I have never wanted any of my taxes going to any military or secret agencies or foreign aid (rigged scams), especially to nations that don't need it (ie. Israel). Not exactly sure what he said about population control, but I'd say talking about it makes sense if you have limited resources; you better try to survive with what you have, otherwise there might be famines and so on if people reproduce like rabbits.
