It'll never go to parler because Twitter has hundreds of millions of users. Millions can see his tweets within seconds of making a new post. He wont get that at parler. Without Twitter's platform, the person behind the account knows their tweets wont be seen in large numbers so going to Parler is not worth the effort. The person's actions also shows it's not worth the effort which is why after getting banned more than once he keeps going back to Twitter with a new account just to have it banned.
