Russia have not even deployed their military yet in significant numbers. It's all been penal units and mercenaries taking the brunt. It seems like the Russians have accurately assessed this is a war of attrition and the best strategy was to fall back into strong defensive positions to let NATO punch itself out. If your greatest fear is a NATO invasion letting them waste their surplus hardware early and often on amateur soldiers makes that much harder to supply professional soldiers later on.
