The percentages of new substance abuse in last year in 2022 was very low for most high risk drugs for 18-25, indicating su was well established already.

Very little older adults started anything- new to vaping over 25 the exception- and teens mostly had the usual 3 new usage of mj alcohol, and cigs.

As to ethnicity: Multi ethnic is in top 2 for most categories. Meth is heavily black, but high for white and NA too. Other party drugs more white, but black and NA bad. Rx pain meds evenly across black, white, but not high, super low in Latino and Asian. Non Rx pain meds are also black and white high, much lower in Latino and Asian. Alcohol heavily NA, but bad in all but Asian.

Now consider what all this more dpecific data tells you...

And to put it in context for others, in most of California's metro zones fast food is paying 20/hr now, as does retail type work- and the majority of lower skill to moderate experience office jobs pay 25-30/hr.

And if you work fulltime at 20/hr with taking 2 solid weeks of no income you will earn $40k a year-

So even as a single person lowest rung fulltime worker here you cannot qualify for CARES and help with jacked up base charges.

If you’re one of the 12 million-plus or so households in California that do not have solar panels — meaning you buy electricity from Southern California Edison, San Diego Gas & Electric, or Pacific Gas & Electric — your bills have essentially doubled over the past decade (has your income?). Electric bills in California are now twice the national average, and a new income-based, fixed service charge means they’re headed even higher for many middle- and upper-income folks.

This time, the 1 million-plus or so rooftop solar households won’t be shielded from their neighbors’ pain. Since most solar owners depend on the same infrastructure as everyone else for power once the sun goes down, they should also pay for its upkeep, the thinking goes.

Meet California’s first-in-the-nation, income-based fixed service charge, aiming to lessen the load on lower-income folks. The nitty-gritty details are still being debated — fiercely — but decisions are due by July, to take effect in 2025 or 2026. There are various proposals, but they stand to shrink what we pay for electricity by some 5 to 18%, while divvying up what we pay for the infrastructure that delivers that electricity according to how much money we make.

Low-income households could save some $300 a year, according to plans proposed by the Big Three investor-owned utilities (Edison, SDG&E and PG&E). Top-tier earners, making more than $180,000 a year or so, could see increases of some $500 a year.

(Keep in mind the Cost of Basic Living here in the SF Bay Area is so high already you qualify as low income homebuyer if you earn $105,000 a year- but the State govt and operations like CPUC as well as the IRS still treat that as upper middle class or higher in spendable wealth.)

Edison, PG&E and SDG&E propose a standard fixed charge on all residential customers’ bills, except for lower-income customers enrolled in the state’s CARE or FERA programs, whose income already qualifies them for bill discounts.

OH, THE CARES PROGRAM- THIS IS SUPER LOW MAX INCOME!

There’s much critics hate here — including that some lower-income households might end up paying more, not less — but don’t lay blame or thanks for this sea change at the CPUC’s feet. It’s just following orders.

This progressive bit of ratemaking is brought to you via unassuming little paragraphs in a bill passed (with precious little public comment or debate) by the Legislature and signed by the governor last year: Assembly Bill 205. It repeals the existing cap on fixed charges — a wee $10 a month — and requires the CPUC to develop fixed charges “on an income-graduated basis with no fewer than three income thresholds, such that a low-income ratepayer would realize lower average monthly bill without making any changes in usage,” says a Senate analysis of the bill.

One proposal would charge the lowest-income users a fixed $15 a month (Edison and PG&E) or $24 (SDG&E), while the highest-income users would pay $85 a month (Edison), $92 (PG&E) or $128 (SDG&E).

(Another plan proposes a range of $30-70/month more.)


(Keep in mind I myself currently use $40-70 TOTAL ENERGY COST A MONTH... BUT I DO NOT QUALIFY FOR CARES, EVEN ON MY SMALL INCOME.)

Utility profits are set by the CPUC itself at roughly 10%. The easiest way to think about the change is like this: Under the old method, the utility collected $100. Under the new method, the utility will still collect $100 — but who is paying that $100, and how, will shift.

It’s really a modest change meant to lower the price of electricity so folks have incentive to ditch their gas cars and appliances and go all-electric, supporters say. It would also make bills more predictable and transparent.

For instance, even under some of the lower proposed flat rates, analyses show that those who consume more electricity, such as a single-family home with pool, will receive a discount at the expense of a low-electricity user, such as an apartment renter. And it’s not just mom & pops feeling the pinch. Solar equipment-maker Enphase Energy Inc., long considered a bellwether for the sector, announced this week it would cut its workforce 10% and close two contract factories.

Research firm Ohm Analytics, which tracks the solar marketplace, found sales dropping 67% to 85% for the State’s private residential installers since the change went into effect in April.

The shakeout follows a change in California regulations that scaled back the amount of money solar homeowners earn when they sell excess electricity to the grid — a shift that hit just as higher interest rates were making the systems more expensive.

But the current slump shows that , long after its backers hoped it could thrive on economics alone.

The California Solar & Storage Association found in a survey that 59% of the state’s solar contractors are anticipating further layoffs, with another 11% unsure.

California is on the brink of losing 17,000 jobs in the industry.

California regulators discussed scaling back payments for excess power sent to the grid — a system known as net energy metering — for years, with the changes finally taking effect this spring.  Electric utilities pushed for the shift, saying the incentives had increased bills for non-solar households.  California customers without solar are paying $5 billion more annually in their electric bills because of net metering

And a spokesman for the California Public Utilities Commission, which made the change, said the new, lower incentives better reflect “the actual value” of the solar energy exported to the grid, while bringing subsidies in line with those of other states.

Under the new rules, a battery system is a near prerequisite for homeowners if they want to save money on their utility bills through solar. Instead of selling their excess electricity back to the grid, it now makes more financial sense for homeowners to use that electricity themselves during peak demand hours in the late afternoon and evening. The utilities commission designed its new net energy metering rules to encourage such systems, seeing them as a way to ease the strain on California’s energy grid after the sun sets in the evening.

But an average battery costs about $18,000, and in most states the payback period for a solar system with storage averages 12 to 15 years compared to five to eight years for panels alone, according to BNEF. The utilities commission estimates that battery-equipped solar systems will pay for themselves in 9 years.

Some installers are relying on batteries to help them adjust to the new incentives. Baker Home Energy, based in Escondido, has seen overall sales drop by half compared to the same time last year... While the company is selling fewer systems, however, they now all include batteries, so the blow to revenue has been cushioned, he said.

“People who haven’t read the tea leaves and become proficient at installing and servicing batteries” will struggle, Lochore said.

And it’s not just California. More than a dozen other states have trimmed their own subsidies, saying they raise utility rates for other homeowners who can’t afford to go solar.

Residential solar installations across the US rose an average of 32% per year from 2019 to 2022, according to BloombergNEF. Now, the research firm forecasts 5% annual growth for the rest of the decade.
