Face masks are supposed to work as a filter.

By doubling them (or making them thicker), what's supposed to be a filter becomes a wall. In consequence, instead of a good part of the air flowing in through the mask, more of it bypasses the mask at its fringes, so you get a stream of unfiltered air.

Now, such a mask will still offer some protection, blocking germs coming in from the front, but it is highly debatable whether that's really an increase or rather a decrease in protection overall.

The reason why sexual abuse among minors is either not generally or less criminalized is because crime committed by minors is either not generally or less criminalized.

For the same reason they cannot consent to sex -- due to their immaturity -- they can also not be held fully accountable for crimes they commit due to the same -- especially crimes induced by their "raging hormones," as you put it.

Tying the criminality of sex with children to a specific conduct such as actually "taking advantage" of them, or, as /u/mrwizardd points out here, to getting the wrong kick out of it (as opposed to the "right" kick. I suppose?) is, unfortunately, the kind of... sorry... pedo apologetics that has already led Western nations to partially legalize pedophilia. So in court, it is not enough to prove the perpetator did at all engage sexually with the child, but that they did so in a specific manner. So all of a sudden, there's de-facto "good pedophiles" (often other minors few years older / young adults engaging with late teens / etc.) and "bad pedophiles" (i.e., usually creepy old farts who bribe, coerce, or flatout rape kids.) That's the hair-raising consequence of claiming that children in theory CAN [sic!] consent to sex and that it's just specific conduct by the perpetrator that makes it worthy of penalization.

Germany then swiftly was rebuilt based on democratic State Socialism in the West, and Soviet-style authoritarian socialism in the East.
Since the Unification of East and West Germany in the early 1990s, the country has been united under State Socialism, which NOT A SINGLE PARTY in their parliament (except a tiny libertarian fringe party) opposes. Today, Germany serves as one of Bernie Sander's European democratic socialist model nations.
