Yes, but they can be minimized. The German model was good. They had small industrial towns often dedicated to one factory. Plus German development was such that lead to a number of medium sized cities rather than one huge metropolis like London.

Today due to the blessings of technology, cities can be downsized even further. Telerobotics and online work eliminates the need to stay in cities for a lot of people. It also saves companies a lot of office rent. Plus, bullet trains could be built that connect villages to a city. You go to the city at dawn and return to the village at dusk.

Japan has a bullet train that can travel at 320 km/hr. The tech is there, it needs a willing government to do it.
