This is probably some attempt to bribe upper class Africans with prostitutes. I met an African engineer who worked for a ISP in Africa who got a free one month trip to a Huawei training center which was essentially a month of bribery. It was wildly inefficient in its heyday. Britain lost more money in Africa then in made, same with India in the 20th century.
