The tv was generating many random device IDs. Her windows computer was seeing these IDs and adding them to the list of connected network devices. The list is used when connecting to Bluetooth as well as many other processes. The list became so large that all processes that used the list stopped working.

Everybody seems to love to go towards more icon clutter because it looks sleeker. I would rather not have the top 1/5th of my screen be full of toolbars of icons.
