Can someone explain this to me in simple terms? I am not tech savvy enough to understand how exactly the Hisense television interfered with his computer.

The tv was generating many random device IDs. Her windows computer was seeing these IDs and adding them to the list of connected network devices. The list is used when connecting to Bluetooth as well as many other processes. The list became so large that all processes that used the list stopped working.
