Antiracists like to say things like "all white people are racist".

They're hoping that whites interpret the statement to mean "all white people are guilty of racial hatred". When whites get indignant, antiracists claim their statement was merely talking about how all white people have implicit bias. That sets them up to talk about implicit bias and also to insist that whites are uneducated about racism for not understanding the meaning.

Essentially, it's just bait, despite their efforts to intellectualize it and manipulate.
