In my perfect world, the best leaders are those with actual military experience.

In fact, a general in many ways, holds the uttermost power in all of society.

-They are tasked with winning wars, and defeating the enemy at all costs

-They are master tacticians and strategists. Drafting plans and blueprints that nobody else could see coming.

-They are heavily supportive of science, and commission new high tech weapons to stay one step ahead of the pack.

-They prove the natural hierarchy system right. Nobody of a lower rank is allowed to overrule the general. Thus, obedience is to be expected.

-They are involved with nation building, as well as occupying enemy territory and telling the population what to do.

It's hard to get a better offering than this. Although there's a risk that the military could just seize all power and declare a dictatorship. But compared to current democracy, that might still be a blessing.
