The Balkans were ruled by the German Hapsburgs and the Austrian elite. Even post independence, countries like Romania and Bulgaria selected German Kings. Romania was mostly run by Transylvannian Saxons anyway.

The Balkans were ruled by the Ottomans and Germanic countries weren't very supportive of them gaining their freedom. When those kings you mention were appointed (after tha nations of Balkans fought hard for their freedom, the result wasn't always positive, as a Germanic elite followed trying to colonize these countries, similarly to what the French did in Algeria (Bavarocracy). Not to mention that Germany was (and still is) feeling closer to the Ottomans than the oppressed nations of the Ottoman empire.
