I'm not sure I understand what's really going on. I'm guessing you need to know what that building is, what the "770" is and who those people are?

I can't even assume a single thing, because I still really have no idea what's going on. :(
All I can assume is: If you secretly dig a tunnel under a building, you're trying to go somewhere without being seen.

... Or you're a Vampire and need to travel during the day, but don't want to put a coffin in a van and have a servant drive you around.

From what I've seen linked in this thread now, it appears they had a legal battle over a sacred place, meaning they weren't permitted to access it... So they started to dig a tunnel to it.
