    I searched for Magnagora, which is a unique and interesting city in the series, and then I searched for a parent site of the series. This came up, which was a lucky find.

    I haven't spent much time reading into to it. I would guess it's an old favorite from the days of yore. An interesting legacy detail.

    Yes, if they had deals with ISPs (or just with the equipment manufacturers) they could do what you say for high value targets; it wouldn't work to do it 24/7/365, because it would use too much power.       I've mentioned before, but Cloudflare seems to be pretending it didn't happen. Cloudflare's whole key infrastructure is flawed and that just became public (at the beginning of October), because they didn't act on it since responsible disclosure in March.

      People can now DDoS Cloudflare protected websites, by using keys from free Cloudflare accounts.

      A campaign may be formed around this newly divulged form of attack and its ability to leverage control over a website.

      They could just cancel/replace the free keys, and reissue new ones with ddos limitations.

      Their whole design of their key system is flawed, which allows any Cloudflare keys to bypass protection on Cloudlfare protected websites. They may have stopped issuing free keys to limit news of this.
