Definitely. The war in Ukraine is weakening Russia's military. Consequently, the US doesn't have to spend that much money on its own military. Hamas is no threat to the world and can only cause small harm to Israel. Consequently, Israel doesn't need that much money.

Also - the cost to the usual military budget is a very small fraction of its specific purpose. Closing a few US bases would help save money. Any support of Ukraine is one of the US's best investments, particularly in the post-WWII geopolitical context.

If Russia conquers Ukraine, it will become more powerful and can exert its military might in the Middle East. It will back up Iran and put Israel in danger. Republicans want the Jewish vote. Hamas will not conquer Israel, but if Russia conquers Ukraine, it can now allocate resources to the Middle East. In support of Iran, Russia can send warships to the Mediterranean Sea. It is far cheaper to supply weapons to Ukraine and have them fight Russia than to have our own military fight Russia. In the former case, the US is just supplying weapons. In the latter, the US is supplying troops and weapons.

Ukraine had not even applied for NATO membership. If Putin was really concerned about Ukraine's entry into NATO, it would not have invaded Ukraine until Ukraine applied for membership and NATO agreed to admit it.
