My guess is that this is to save them, not to punish them. Ukraine has set everything up to create Register of Oligarchs, which is an attempt to save Zelensky's face of corruption allegations. It's important to note that they can and will get their citizenships back, Ukrainian citizens can't be stripped of citizenship.

Or MAYBE it is possible that Zelensky got too carried away, that he forgot that his role was that of a puppet, it could be just regular power consolidation, i.e. not bound to Kolomoisky, without opposition, etc.

I think first is more true because it seems better for Jews as a collective (consolidation of collective wealth vs consolidation of single guy's power), just more shekel grabbing under the guise of squashing corruption.
