It doesn't refer to liberal in most common sense, like liberal vs conservative, it refers to liberalism as a philosophy.

People like John Locke certainly wouldn't be liberals in modern use of the word, they would be too conservative for most conservatives, but core principles like emphasising individualism and liberties would be pretty much the same.

Conservatives are just liberals who lag behind liberals for 1-10 years.
