Entertainment should be limited. Excessive output leads to a collapse in quality and appeals to the lowest common denominator. Furthermore, it dissuades people from actually making art, instead, they focus on maximizing ticket sales in order to stay in the market.

Plus, too many entertainment products fractures the culture and clog people's brain with useless information. And of course, there's the celebrity worship factor...

The solution should be to have 5-7 state-funded film and tv houses. They will be kept afloat by government money. In a year only 10-12 movies can be made and large budgets will be provided for them. Like construction projects, the various film houses will bid with their own ideas and demos.

Thus, every year only 10-12 films will be made and they will be of the highest quality. Same with TV.

The video game industry can be offered more leeway however, mergers and acquisitions will have to be minimized. Competition is vital for quality. Online gaming should be prohibited.

Gaming like films and tv should be elevated to an art form. IMO, it is the highest art form and the one with the most reach.

Most Americans, Brazilians, and Indians can't name a single Polish movie or tv series, however, they can name Polish games: the witcher series and Cyberpunk 2077(as disastrous as it is). Same with French games. All you need to do is dub the game in various voices and viola, your culture now has an international reach. The same has not really been possible with films.

Games are the highest form of art and the most immersive and detailed means of storytelling. The brightest minds in any society are the high IQ introverted males. Movies and tv series are not their preferred means of entertainment. It's video games and memes.

Memes are organic and should be left to their own devices. However, video games should be hugely funded and subsidized by the state from time to time.

I think this is a good idea; would allow for very high quality and well-vetted media that is both entertaining and useful, I could easily see a system not dissimilar from military contracts emerging, where the government or representatives thereof draw up a list of things your piece of media needs and the company with the most fitting and best proposal is awarded the contract.

Indeed, the inherent interactive experience of video games conveys themes and such much better than even some of the best literature and film. As you mentioned, their extreme impact would allow them to spread such ideas, even better if they be supportive of dissident values, worldwide.

Memes as you mention should be left alone, and sort of have to be. Plenty of companies and even governments have tried to force memes only to be met with mockery and failure of epic proportions, so any attempt at limiting them would simply be met with heightened pushback. Places like 4chan will always exist in some form, even if not online. The innate need for some to shitpost and defy the generally established rules and norms will always be present, and oftentimes (as the modern attempts at thwarting such sites have shown) any attempt to derail them, outside of a few means, fail and are met with zealous counteraction.
