From what I've read I think it will be a combination of an evolved/mutated form of the virus due to the leaky vaccines and then controlling the vaccine supply, e.g. quantity, who, where, etc.

Once vaccination becomes a subscription service, the unvaccinated will be like the American Indians at first contact and the vaccinated will be like cattle.
