If you want to keep things running and thin the population at the same time you must do it slowly to maintain the supply lines. If the peasants all die too fast they can't pass on the knowledge to keep food growing, fuel flowing, and power going. Once all that shit breaks down rich folks are fucked. They HAVE to kill us slowly.
