Are you retarded? Obama's mother is white and he is considered black and identifies as black. Mixed and black are not mutually exclusive. In the case of the brazilian population, the mixed people are africans mixed with whites.

Most mixed-race Brazilians are not mulattoes.

Besides that a South African study distinguished mulattoes (“Coloureds”) from blacks and found mulattoes were smarter than Indians meaning there is reason not to lump mulattoes as black people if they end up being superior to other non-black races.
