their choices and actions do

People's choices and actions are ultimately directed by their brains, which are not fully under their conscious control and were subject to natural selection. The environments in which this selection took place were very different between the groups people call races, so the real surprise would be if these groups were exactly the same in behavior, intelligence, and personality. The result is that, whether you care about race or not, that different races have different distributions of traits to which people assign moral value: impulsivity, propensity to invest in children, altruism, aggressiveness, mental stability, and so on.
