The Ukrainian "language" was literally invented in the 20th century. Ironically the Ukrainian "nationality" was actually invented or at least promoted by the Bolsheviks to undermine "Russian chauvinism" though it was later taken up as anti-Communist propaganda by Hitler and then by the USA.

Before the 20th century, Malorussia was always seen as part of Russia and Crimea was seen as part of Great Russia.

If the Ukrainian language was invented in the 20th century why did the Russian Empire need to pass laws restricting is usage in the 19th century?
