there are many ethnicities in Africa with average IQ's in the 60-70 range.

Africans have a genotypic IQ of 80 which is why African-Americans have an average IQ of 85 because they are 20% white on average. This was also said by Lynn.

This is just stupid. That would mean Portugal, Ireland and Greece aren't modern civilizations that can be maintained. Many Balkan nations also have an average IQ below 90:

California has an average IQ of 94, and has a higher GDP than the UK despite having a population of 40 million compared to their 60 million. Also those same African-Americans have higher IQ's than a Balkan nation such as Bosnia.

Not great arguments since the countries you mention are both dependant on other nations in the EU for their prosperity and also are arguably currently in a decline that will only accelerate as they continue to be swamped with refugees from Africa and central Asia.

California as well is on the decline, but it's a special case because of its stark wealth disparity and being a center of global industry and headquarters of many massive corporations. In short, California won't fail until the US does and all associated enterprises jump ship.
