Colorblind, raceless whites. Whites who aren't pro-white.

What comment sections are they found?

Every comment section about topics whites are interested in. For example, nascar, auto, airplanes, Space-X, rock music, country music, pop music, books, magaznes, etc. anything in mainstream culture.

For example, on facebook you can search for the words racist or immigration, then narrow the search to public posts. Then you can comment on every public post that is talking about racism or immigration. Also search other topics normie whites are interested in.

Youtube is also good, just search any videos that normie whites would watch like electronics or politics, follow side bar video recommendations and paste propaganda onto one comment section after another.

The main problem with that approach is that it’s easy to set-up a filter to block it. I’d distill down the essence of these kinds of talking points and put it in your own words. Or flyer it IRL.

Besides, the mantra is so prolific that many people have mental filters up against it. I’d say I’ve actually had more success getting people to think critically when I poked a little fun at it, while hinting that it’s still the right idea.

Spam blocks, insults, bans all have to be persevered through. Rephrasing things or customizing it for specific conversations is always good. I am still getting great reactions from the mantra and mini-mantras. I think most any well-intentioned propaganda is good as long as it's distributed 300+ times a day per person, that would be the key.
