In the end, physician race does appear to be related to the pattern of complaints, investigations and discipline. Going to be vague here, but they correctly point out certain problems but then come up with retarded solutions or apply them in the worst of ways (e.g. inequity/inequality does exist but if you want to throw money at underperforming minorities then you're not going have anything to show for it.)
