The lower portions are considered lower quality/value. Maybe a pyramid is not the best representation, since it's associated in the US with the 'food pyramid' where the layers have the meaning you're implying. A ladder might make more intuitive sense that high = good

By who? This is just a picture with several different types of debate. I'd say various styles of debate may be useful for different context. Sometimes "reponding to tone" is better. "Refutation" sometimes gives time and attention to a post that shouldn't be given that much highlight. These are just different styles of managing a debate, not a pyramid from good to bad.
