If he can't pay, the court will seize his assets and garnish future earnings as part of a forced payment "agreement". If he attempts to avoid garnishment or refuses to make payments, he can be found in contempt and put in jail. They do this all the time to men who can't afford alimony or child support payments. It's a modern day debtors prison for men.
