Whenever this question comes up I always refer back the national socialists. Hitler divided society into three parts. The volk, the peoples community and outsiders. In my ideal society the volk would be given some limitations on speech, the people's society more restrictions and the most restrictions on outsiders.

So to answer your question I would not allow 'absolute' free speech to anyone in the ethnostate but the volk would have the closest thing to free speech.

What was the division between the volk and the people's community? Hadn't heard of this before.

The people's community was a way to give partial citizenship to non Germans who were loyal to the the reich. Not even every German had perfect German blood lines so the 'People's community' was a catch all for non perfectly documented Germans and Europeans to still have legal standing in the Reich. I think it also sought to keep Germany lines pure. I.e. A German marrying someone in the peoples community produced a German. A Peoples community member marrying a people's community member produced a people's community member. It also helped to keep Jews out of German blood lines. You couldn't even be in the people's community as a Jew. I can't remember where I read all this though so I'm going to have to re-research it to brush up.

    I'm not really sure to be honest. I believe it was mostly for whites, i.e. the extended European family. However, there were probably exceptions for exceptional non whites. I wouldn't be surprised if foreign SS troops somehow gained people's community status.
