The writer really sounds like he's trying very hard to put a not-too-negative spin on the report. "I'm going to say 'things are bad' just enough to not look out of touch, but not so much that I'll get called a doomsayer".

Ultimately, the societies that succeed will be those that can adapt to change, but also forge social consensus around what should be done, the authors write.
