Ethanol was a scam in every way. It was started as a money laundering operation by the feds to large corporate farmers.

It continues, largely because of a woefully ignorant populace, a woefully apathetic populace, Chevron doctrine, and political payouts.

Of course I don't blame anyone. Those who knew Rome was falling should've made every effort to horde as much gold as possible. I think it is applicable here as well
