It's very interesting how efficient propaganda is. Everytime you feel like talking negatively about white people, please check good sources to confirm or deny your opinion, because its very likely that you've been fed this idea by antiwhite propaganda.
Recent study on time preference -- Time preference: Germany, Belgium, Switzerland, Netherlands, Norway, Finland, Sweden, Denmark, Czech Rep, Hong Kong, Canada, Poland, Asutria, Israel, Estonia, Hungary, Japan, South Korea, etc.
Europeans are without a doubt the most time keeping.

Italy and Greece have virtually same ancestry as northern Europeans.
Mesolithic Western Hunter Gatherers ,from 20k
Neolithic farmers from Turkey, about 9k.
Steppe ancestry from the bronze age, about 4.5k ago.
They don't have any mass amount of levantine ancestry, north African or SS African ancestry in them. No mass of modern Turkish ancestry either. They have exactly the same mix of ancestry as most Europeans, barring the Sami.

Being on time is being on time. If you want me to come earlier, then arrange an earlier meeting time. Don't expect me to come earlier to waste my time.
I would say that quote is an example of poor time preference. It displays pride and courtesy more than it shows time preference.
