I think pepper seeds can age out after just a few years. Went through my collection this year and tried to germinate all the varieties I want to keep. No luck with 2018 seeds. If they might be on the older side, do bottom heat to keep them warm, and under a dome to keep them moist.
The two super hots I've had both took at least a couple weeks to germinate, while others popped in just a few days. Superhots have been more finicky for me.
What types did you get?

That's unfortunate. I'll have to look through my seed bag for the specific varieties, a number were Aji peppers, so Peruvian.
