If the report is true, that kind of law has also been applied for whites who have difficulty graduating. Again, think about how this story focuses only on one or two ethnic groups, whereas that's not the whole story.

It's obviously stupid to refer to the continued destruction of the educational system by the right as funny. (The GOP has been the process of destroying educational systems for the 99% for decades. They know it helps build a banana republic.
