The link, last edited Feb last year, says the following:
Brave will make a connection to (BAT token centralized endpoint) every time it is started up. It probably has something to do with their project of working with advertisers to provide more relevant targeted ads, which sounds pretty disgusting, but can be turned off ("Notify me about token promotions").
