Yes, but you confuse the issue. The mass fluency of English throughout Europe is bad because it increases the Americanization and American cultural dominance over Europe. If the Anglo world was a positive influence on Europe than it wouldn't be an issue but it is the opposite. Europe needs a different communication language, it could be Latin as some have suggested or even a new made up language could be developed.

Yep, language and culture are intertwined.

English culture is superior so all counties could do with a good dose of it and need to learn the language fluently.
