Perhaps.

If they really wanted it to "succeed", they could have installed "antivirus" means of dissemination. Drones spraying in cities, putting it in our food, etc. They could have said it was for our health but really bringing death.

I suspect this is only the first course in Agenda 2030 and much worse is yet to come.
