I myself do heavily lean towards the idea that the vaccines play a major role in a genocide plan, but It's not like it will happen by killing every single person that takes the vaccine but rather the real danger lies on the effects they are having on fertility. The bio-weapons are not harmful by accident, nor meant to immediately kill everyone.

The ruling class prefers a society of misinformed sick slaves that can largely still function over a society of fit healthy informed slaves that will organize and revolt.
