Water treatment is generally a local government thing.

It's one of 7 insecticides that the WHO recommends as allowable in drinking water. There will be a metric fuckton of towns and cities around Africa, South America and South East Asia where there is a malaria or dengue (or Zika) problem.

I don't have a list of which cities use which one.

Moreover Recife didn't use it, and they had the most cases of microcephaly.

So that blows your theory out of the water anyway, even if you're going to claim that of the 4 million cities in the world only a few around Bahia used Pyriproxyfen.
