I think they used to believe the people would rise up...

Even then, they have wealth, persistence, and endless canon fodder, along with endless practice at dealing with resistance, and their mafia monopoly on violence, so every revolution just rotates around back to where you were, perhaps with different players, but always arriving at another corrupt matrix of rigged systems of exploitation in place.
