it doesnt matter that it is only 118K.. It does matter that if you slap a dog on his nose when he misbehaves, he will eventually behave.

you dont need to seriously injure the dog when you slap his nose, you are just letting him learn who is the boss.

All for show, as it most of what the EU does. It may well set a precedant, but that ain't worth a whole lot if them that sue are few and far between. It's better than nothing...but not by much!
