Which will face more legal challenges and issues with implementation than legislation, but it's technically possible.

I mistakenly assumed he'd done some proper work.
... Okay then, what executive actions did Trump "put in place" that "controlled the border"?
He doesn't seem as spaghetti brained as you right now. You claimed there's this thing called "everything Trump put in place to control the border", and you don't seem to have any capacity to explain what it is.
He can close it with executive action.
So you don't know what he did. And but you know it overturned everything Trump put in place to control the border. Which, if I recall correctly, was talk up a shitty little wall, and then wonder which side of the river to put it on, then giving up after working out the cost. Then he build 15 miles of new primary barrier, did some maintenance on some existing barrier, and called it "big, beautiful wall".
Waste of time and money.
