Mulan is a woman disguised as a man so she can fight in a war in her father's place, which is what makes the song funny. "Be a man" is widely understood to mean "be brave, take responsibility for others, etc.", and it was being sung while these new recruits were being taught how to fight like real soldiers.

They even have a line specifically shitting on cross-dressers way earlier in the film, which you seem to have forgotten about, if you've ever even watched the film at all. That song wasn't about fucking cross-dressing.
