Doesn't matter- since many animals are sexually developed in the first year of life, by the same logic spree in these, it is perfectly fine if your spouse is arrested for pedophilia, even as a stunning and brave 4000 year old dragon.

Not sure if this prevents the overarching law "ravioli ravioli do not lewd the dragon loli" rule, though.
