Uh, FDR had basically declared war against Germany in the Atlantic. See: USS Reuben James incident.

It is true that the US Navy was fighting an undeclared war against Germany in the Atlantic, which lead to the USS Reuben James being sunk. But that alone wasn't sufficient to convince the US government or the US people to go to war. That required Japan's attack on Pearl Harbor, which was then followed by Hitler's declaration of war on the USA.

Of all the dumb things that Hitler did, that was the dumbest by far. That cut out almost all opposition to the war in the senate, congress and convinced the American people to support the war. Had Hitler just kept his big mouth shut, America would have fought Japan but there would have been great opposition to them joining the war in Europe.
