Stupid people don't breed because they want kids, they do it because they are too stupid to use contraceptives. In cases where they do want kids they can absolutely still have kids using donors. The vast majority of stupid people would absolutely agree to have smart, attractive kids if only given that choice. It would be paid for by the state. No increased cost to have invetro fertilization for those who have been sterilized.

There is no punishment for "breaking the rules" because it is simply up to the state to identify and sterilize the mentally unfit. It can easily be done in primary school where it is obvious who the potential candidates are and easy to test them.

It if also not a problem for the program if it does not get every very low IQ person sterilized. Anything is an improvement over what we have now. And every bit helps.

If 50% of intelligence comes from genetics it is not a 50/50 probability. That's not how any of this works. What that means is that twins separated at birth, one gets zero education, a terrible family, lots of abuse and all the things associated with lower IQ; and the other gets the best of everything their test scores will show that 50% of the intelligence at adulthood will be different. So if twin 1 ends up with an IQ of 90 then twin 2 will have an IQ of 110 (possible score range of 50-150). Meaning that half their intelligence came from nature and half from nurture.

It's not a random chance at any IQ.
