It drives me even more nuts when the law is explicitly written in a way that leads to no problem because it says "sex" but then random politicians and judges are like " but the gender is a sex?!?!?!"

Fucking ridiculous. They're still, by definition, a heterosexual couple as the abuser is a biological male and the victim, as acknowledged by the facts of the case, is a biological woman. Sex is what determines sexual orientation, not gender.

Why is the program limited to heterosexual couples in the first place? Is there a practical reason for excluding same-sex couples?

Caledonia is I gather a really rural part of Scotland. Places like that can be very behind the times, though I see the domestic violence program started in 2009. Not the most cosmopolitan of places I suppose.

(I don't mean to make light of domestic violence. But was the (F) partner always non-binary, or did she announce it recently? Did the guy react badly realizing he wasn't dating a woman anymore? What did that make HIM? he may have wondered. That's absolutely no excuse for violence, ever. But I really wonder, was her non-binary status part of the discord?)

I know it's not LGB related but, "helping" abusers is an illusion. They don't need help, they already have all they could ask for since they force people into submission. Change doesn't benefit them at all, because it removes power from their hands. I truly believe only force works in these cases. Either the law forces them to align, or they'll keep doing whatever they want. Power is the only language they speak.
