No, technology isn't culture. I do interact with modern culture, like here on SaidIt, but that also doesn't make me part of it. I reject modern culture. I am Arkian.

I think you can make a pretty strong case that anyone who "interacts with" culture is a part of that culture. Culture has never been about people being in lockstep with each other and sharing the exact same hobbies, interests, fashions, etc.
