Typical creation of compliance requirements to regulate something that is not in need of regulation. A department created this problem to justify their funding. It is seen in all sorts of industries now. It is shameful and a waste of tax payer dollars.

This is called a proppant. It's generally a man-made ceramic. Basically when fraccing, the pressure is greatly increased within the reservoir or coal seam which generates cracks. This proppant is part of the pressuring fluids and is forced in. When the pressuring is completed the proppant holds the cracks open and increased porosity/permeability of the formation enables production.
